Moving Forums to different Parents

From the Agora Control Panel > Forum > edit forum:

An entire branch w/ nested subforums can be moved to any displayed parent. Most times this works as expected; all the nested subforums move along. This fails, however, when the branch is moved beneath a unique one of the 3 Categories. In this case, only the top member of the branch moves; the subforums are lost - actually hidden; they reappear when moved beneath one of the other 2 Categories.

Top menu "Forum View' or "Topic view" while being on the Users, Messages, Rules, or Search page -

When hitting either one of these buttons, nothing changes; the existing page stays up. You have to hit the "Index" button to display Forums or Topics. Confusing at first. Seems like an unnecessary step.
